About the Role:

The National Service Operations Director is responsible for managing all aspects of compliance, recruiting, reporting, budgeting, and evaluation for all of the AmeriCorps programs administered by NYC Service, including NYC Civic Corps, NYC VISTA, City Service Corps, NYCHA Health Corps and any future new programs. The Director develops, leads, and supports cross-program internal systems that allow each program to run more efficiently and effectively. These responsibilities include, but are not limited to:

Compliance:

  • Oversee the member file process using the federal guidelines for AmeriCorps from collection, review, certification, and storage for all NYC Service AmeriCorps members which includes background checks, I-9 certification, identity and employment documentation review, and member contracts as well as all contracts and digital properties managed for compliance (i.e. encrypted share drive).
  • Develop and lead member pre-orientation including document collection, fingerprinting and pre-surveys
  • Train all national service program staff on compliance throughout the program year and provide updates on compliance processes to NYC Service leadership team as needed
  • Manage the exiting process for members which includes ensuring all proper exiting documentation is filed appropriately and certifying all exits in eGrants
  • Manage elements of the creation, development and distribution of member contracts and host site agreements
  • Manage compliance visit processes including training staff on host site visit forms, coaching staff on spotting challenges and communications with the NYS Commission and CNCS when needed
  • Support the host site application process including the review of all member position descriptions for program compliance


Operations:

  • With the Deputy Chief Service Officer for National Service + Fiscal Operations, develop and manage the budget tracking and monitoring systems for all NYC Service AmeriCorps programs, liaise with the Mayor's Fund and prepare monthly spending and forecasting reports
  • Review and update policies outlined in handbooks for members, supervisors and NYC VISTA Leader
  • Oversee the writing and updating of the National Service Operations Manual with all systems, processes, and operations required to manage NYC Service's AmeriCorps programs
  • Manage member payroll and oversee the communication with CSS (payroll vendor), DYCD and OMB as well as assist in the development of any documents and reporting that is associated with this payroll
  • Respond to local, state and federal requests on member status and service verification
  • Oversee member support systems including health care, transit benefits, disability insurance, and other such systems as may arise
  • Oversee America Learns timekeeping & reporting system including processing all contracts and training national service program staff, members and host sites on the usage of America Learns
  • Lead NYC VISTA cost share process to send for federal payment as well as VISTA certification reports, timesheets, and federal-facing forms

Reporting & Evaluation:

  • Manage the drafting and editing of all CNCS reports and applications including new and continuing applications, mid-year and end of year reports
  • Manage the drafting and editing of all private grant reports and manage any request from the Public/Private Partnerships team to provide necessary data and information for any new private grant proposals
  • Develop member and host site pre- and post-service surveys as well as member and host site reports throughout the service year and develop staff process for reviewing, evaluating and reporting on data
  • Develop program performance measures and tracking systems, lead training for members and host sites
  • Develop and implement data communication tools to share the work of the AmeriCorps programs with internal and external partners, members and host sites as well as with NYS Commission and CNCS

National Service Recruitment & Communications:

  • Manage the member and host site recruitment process including development of outreach materials and social media, media partners, timelines, application questions and format, and acceptance process
  • Lead the creation, development and distribution of member contracts
  • Oversee the development of a communications strategy to convey the work of the AmeriCorps programs on social and traditional media

National Service Team Support:

  • Supervise NYC National Service Operations Coordinator, National Service Recruitment Coordinator, NYC VISTA Leader, and national service program team intern (when applicable)
  • Support the development of program coordinators, providing support around member and host site challenges
  • Attend all required meetings with the NYS Commission on National and Community Service including program calls, convenings and trainings
  • Serve as a member of the national service management team which includes setting overall vision and policy for NYC Service's AmeriCorps programs
  • Provide support on additional NYC Service national service team projects where needed and appropriate

Advance NYC Service mission, values, and goals:

  • Represent NYC Service at select events and support NYC Service all-staff events, as needed
  • Be available on select weekends and on select evenings, as needed
  • Support City initiatives as needed, including but not limited to possible emergency response (e.g. evacuation shelters, etc.)

Qualifications:

  • Graduation from an accredited college with a baccalaureate and/or Master's degree and at least 3-4 years of experience in community work or community-centered activities in an area related to the duties described above. This includes experience with project management, report writing, evaluation, and/or budget (including QuickBooks).
  • Strong track record of leadership, management, time-management, multi-tasking, problem-solving, organizational communication, research, analytical, writing, proofreading
  • Ability to work well under pressure and maintain an enthusiastic work ethic, which includes being flexible and respectful of different work styles, maintaining a positive and helpful attitude, while embracing each of the team's contributions
  • Ability to take initiative, prioritize duties, work independently and within a team environment, pay close attention to detail, achieve excellence, meet deadlines, do appropriate follow-up
  • Accountable team player with demonstrated ability to produce high quality work
  • Strong knowledge of nonprofit and/or city government
  • Previous experience with AmeriCorps/VISTA, desirable
  • Knowledge and skill in program design and relationship management

Salary Range:

$81,000 - $83,000
